Public Forum

a.The Chairman paused the Public Forum to take a moment to thank The Queen for the services she has given to her country over her 70 year reign.

b.Mrs Maureen Robinson joined our Parish Council as our newest member.

c.Parishioner complained about the speeding traffic down Bayford Hill and through Bayford. Chairman mentioned that we had ordered two SID’s to help slow the traffic down. The gentleman spoke of different documents he had read to do with traffic control, the Chairman asked him if he would email them to her. A complaint was also made about the graffiti under the A303 bridge in Bayford Lane. Chairman read the email response she had received from National Highways.

d.Chairman mentioned the book sale on the coming Saturday.

e.Chairman read the Police report.

Chairman had emailed the Mayor of Wincanton regarding the dangerous parking on Bayford Hill but to date has not had a reply.

SID’s are on order, but Traffic Management at SSDC state their works may take a while as they need to go through certain processes.

a.Cllr Garrett sent her report to all Councillors and is now filed with the minutes.

b. Cllr Garrett also mention that she had been cutting down a lot of overgrowth so that people could access the footpaths. It was mentioned to advertise for a voluntary working group to be formed to help with this.

c.Cllr Trimnell mentioned that the New Somerset Council website was now open for consultation.

b.Cllr Webb-Bowen attended an interesting meeting for Food Resilience. He stated it was to point people in the right direction regarding the Cost of Living Crisis. It is to be put into the Parish Magazine.

Cllr Rose-Walker has had 18 replies for vendors for a monthly market which she was very pleased about. The first market will be on 15 October 2022.

12. Parish Plan

The Chairman thanked Cllr Garret for such a very good job she had done with the Parish Plan questionnaire. Different aspects were discussed regarding the areas of the Parish Plan.

Chairman explained the problem we have had with the new website. It was decided to ask Chris Walker to update and maintain the website in the future.

5. Highways

Highways decision to improve Love Lane exit would be to extend the H bar on the roadway. Chairman to speak with the residents to gain their views as they will be losing some of the parking spaces to do this.

Chairman also mentioned the ongoing problems with parking on the brow of the hill in Bayford/Wincanton. SCC Cllr Trimnell suggested speaking with Wincanton Town Council about this.

Elan City was the company of the final decision for purchasing the SID’s

9.Defibrillator

Cllr Garrett mentioned the previous training for the defibrillator and a possible follow up with further first aid learning on a basic level.

10.Risk Assessment

Cllr Webb-Bowen was unable to be present at the meeting but sent the Clerk an email thanking all colleagues who had arranged the insurance for the Jubilee Celebrations

11. Monthly Market

Cllr Rose-Walker mentioned having a monthly market in the hall selling home made produce and items etc., Chairman said to try one and see how it went then if successful make it a monthly event.

12. Parish Plan

Cllr Garrett will now move forward with the answers she has via the questionnaire. She will also speak with Tim Cook regarding the Neighbourhood Plan. Cllr Garrett will break down the different sections for different people to work with and to summarise by the September meeting. The winner of the draw was Brecon on Bayford Hill.

13. Jubilee Party

Chairman stated that the Queens Jubilee Party was a very successful day and the conclusion to this will be a Plaque on the hall wall commemorating this in the near future.

14. Opening up Safely

Chairman mentioned the builder’s quotes. The planning had to be applied for and the trustees are sorting out the answers to the planning officer’s questions. Chairman has asked SALC to extend the time of the Grant to which they have agreed.

15. Monthly Meetings

Cllr Grant suggested having a special meeting if needed for ongoing projects but to keep to a 2 monthly meeting at present.

16. Correspondence

Clerk showed all the letter from the Dorset and Somerset Air Ambulance thanking us all for our donation.

17. Website

Chairman asked Cllr Rose-Walker to speak with her husband regarding running the website for the Parish Council.

After a long discussion it was agreed to ask three companies to either give a demonstration or let the Clerk know where their nearest device is to be able to go and see it.

Cllr Garrett discussed footpaths as per her report. Report filed within minutes.

Clerk asked D/Councillor Bastable how to contact Heather Nesbitt as she had written to her several times with no response. Cllr Bastable suggested copying in the CEO and Council Leader to her future emails to Heather Nesbitt.

The audit was signed.

The payments of the yearly donations were unanimously agreed by all.

13. Notice Boards

It was unanimously agreed to allow Mr Perry to purchase and erect the two new notice boards in Stoke Trister.

5. Neighbourhood Watch Report

Andy Chesterman sent his apologies.

Peter Munro, Stoke Trister – Mr Munro mentioned that it was advisable to make sure sheds were locked but apart from that things were relatively quiet.

6. Public Question Forum

One resident mentioned that there was no community spirit within the parish any longer as it has been lost over the past 20 years. A resident mentioned setting up a cinema club. Mrs Linsley stated that this is not something the Parish Council would consider financing but would support in any other way possible. One parishioner mentioned a broken gate and Mrs Garrett will investigate this. One parishioner asked what was happening to the pub. Another parishioner stated it is apparently up for sale confidentially but could not say with who and how much.

Cllr Garrett mentioned the changes she has made to the Parish Plan, all Councillors were very happy with the work she had done with the plan. Cllr Rose-Walker suggested putting in a question regarding wildlife on the plan.

14. Tender

The tender for this year was extensively discussed and decided.

5. Highways

Cllr Grant had contacted Gary Warren regarding the purchase of a SID. Gary Warren suggested it may be possible to share the cost and use of the SID with Charlton Musgrove. Although the Clerk had asked Charlton Musgrove previously to share and they refused. Cllr Bastable said he would speak about it at the next Charlton Musgrove meeting. Training will be given on how to use the SID and how to obtain the data from it.

On the dangers of driving out of Love Lane Gary Warren suggested painting the road by the lane to help with the visual exiting.

Clerk to contact Fly Tipping to report the rubbish along Beech Lane.

The Chairman discussed a training session she had attended. The internal audit now has extra legislations needed. Chairman suggested having a letter to the Parish Council as a totality of the internal audit. Chairman to contact Brian Williams who has done the internal audit for many years to ask just what needed to be done.

Chairman to contact Mr Light to repair the Notice Board at the triangle in Stoke Trister village.

Heather Nesbitt is dealing with all the above cases.

Cllr Webb-Bowen asked the Clerk to send his draft copy of the Risk Assessment to all Councillors so they could send comments and views on Management.

11. Street Party for 2022

Chairman had spoken with various parishioners to see how interested villagers would be to a Street Party. Cllr Rose-Walker will continue to organise the party.

12. Flowers

Chairman discussed with the Councillors about sending some flowers to Eldryd Parsons widow Maureen. It was unanimously agreed to go ahead with this.

13. Rubbish Bin

It has been requested by a parishioner that we have another rubbish bin at the bottom of Devenish Lane. Clerk to check on sizes and prices then send to all Councillors for a decision.  

14. Opening up Safely

It was discussed about the 3rd tranche available for opening up safely. It was unanimously agreed to apply for it.

15. Precept

The Precept was signed and will be sent to SSDC.
