Public Forum: Parishioners voiced concerns over the people who have parked several vehicles and aggregate in the fields at Riding Gate. It appears that there is a business being run from there and also people living on this agricultural site. The Chairman explained to the public the course the Council are taking to resolve this issue. One parishioner asked if there was an update on Sunny Hill Farm. Cllr Smith stated that the extra people there should have left by the end of February.

After a long discussion the previous Housing Survey vote was rescinded. The new vote was 5 to 2 against having the survey done at this present time.

a. Cllr Andrews requested a sign either side of the sharp bend near Little Bridges Cottages on the Cucklington road. Clerk to write to Gary Warren to request signs. It was agreed to make a donation of £100.00 towards the signs. Clerk to also speak with Gary Warren about the overgrown Laurel bush in Love Lane.

b. Beech Lane

Cllr Smith is still waiting to meet the new Highways Officer to resolve the issues of the potholes in Beech Lane.

Location: Highcroft, Stoke Trister, Wincanton. 

Proposal: Erection of a dwelling (resubmission) – Awaiting decision.

Mrs Garrett had a response from the Planning Department acknowledging the letter she had written to them regarding her application but unfortunately no further information so far. 

Chairman reported on the letter that she had written to Val Keitch, Leader of the Council, regarding the lack of responses from the Planning Department. Chairman also spoke of the permission for two properties being allowed just across the road from Mr & Mrs Garrett’s application. Cllr Bastable’s response was that they were entirely different. Chairman stated the point was that the Planning Office approved the 2 houses despite a split vote in the Parish Council and much opposition from resident. However, the Planning Officer asked for clarification on what seemed like trivia relating to Mr & Mrs Garrett’s application which was unanimously supported by the Parish Council and residents.

5.Highways

Cllr Summerfield spoke of the installation of the Gateways and in particular the one coming from Wincanton through Bayford to Riding Gate. It had been placed on the right hand side of the road and past properties that lived in Riding Gate thus making them live in no man’s land. When the Clerk wrote to Gary Warren (Senior Traffic Engineer for South Somerset) to complain that the sign was in the wrong place he stated it had been agreed with Cllr Summerfield. Cllr Summerfield refuted this statement and said it was totally untrue. Chairman to take a look at the road at Riding Gate and Clerk and Cllr Summerfield will meet and decide where the sign will be reinstated.

6.Footpaths

Cllr Webb-Bowen reported on the Gate that had been erected in Devenish Lane. Mr Perry and Mr Hasket had erected the gate. The issues with the gate are still not resolved. Cllr Webb-Bowen said he would speak with Mr Perry again. Cllr Web-Bowen also mentioned that the bridle path in Riding Gate was blocked and had a broken stile.  Chairman had reported to South Somerset District Council that there were wet rotting leaves on the steps in Stoke Lane underpass, Rights of Way emailed her to say the problem had been resolved but it hasn’t. She emailed back to say it had not been resolved.  Japanese Knotweed along the track just off Stoke Lane which was reported in August 2020 and again now.  Cllr Webb-Bowen to investigate further and Cllr Bastable will also contact South Somerset District Council regarding this.

8.Riding Gate & East View

As there has been nothing done towards sorting out both of these issues Cllr Bastable suggested sending an email to Netta Meadows.

9.Defibrillator

Cllr Garrett discussed the completion of the defibrillator. Guardians are in place and she is now waiting to have an on site demonstration from Heartsafe. Unfortunately, this cannot happen yet due to Covid 19 guidelines. However, a Zoom training session has been requested by Cllr Garrett.

Cllr Grant was waiting for another cheque signature for the donation from the Polygon Trust.

10.Website

Chairman spoke of the different website prices she had obtained. Cllr Garrett requested finding out more from the Yeovil company. Cllr Grant spoke highly of the Milborne Port company. Cllr Webb-Bowen did say you only get what you pay for. Chairman will speak to both companies again.

11.Regulations

Chairman spoke about updating the out of date regulations, stating that she would look through them and put each section out to the Councillors to update. Cllr Bastable suggested speaking to SALC for Standing Orders. Cllr Webb-Bowen will take on the Risk Assessment and Cllr Garrett took on the Standing Orders.

12.Precept

Clerk to change the date on the top of the Precept paper. Chairman mentioned the £500 that was paid to the Parochial Church Council each year for cutting the grass in the Churchyard. Cllr Bastable stated that if it was an open churchyard then the Parish Council would be liable.

A resolution was requested to agree the Precept.

Minutes of the Parish Council Meeting held on 12 March 2020 

in Bayford Village Hall at 7.30pm

Public Forum: A large proportion of the residents attended the meeting and the Chairman welcomed them all. Ben Giles did a short speech on the Unicorn Inn and made a request to the Parish Council put the Unicorn Inn on the Assets of the Community Value Register. The Chairman explained the process of registering the Inn as an asset of the community. The community has a timescale of 6 months to come up with a business plan and how to move forward.

A unanimous decision was taken to put the Unicorn Inn on the Assets of the Community Value Register.

Chairman spoke to the parishioners about the Annual Parish Meeting due to be held in May alongside the Annual Meeting of the Parish Council. It gave the parishioners a chance to speak of what things they would like to enhance their village.

After a rather heated discussion on the gateway signs the Clerk was asked to check the minutes to see if a resolution had been passed for theses gates. Tim Cook had only just replied to the Clerk stating that some donation should be possible towards them. Clerk has papers to apply for donation. Chairman was going to speak with Pam Williams again regarding a discussion with Highways England.

79. Footpaths

Eve Wynn is confirmed as being the Footpaths Officer. Cllr Grant will be meeting with the Cucklington Chairman and Eve Wynn.

80. Riding Gate and East View

Clerk has written to Sam Fox several times but can still get no answer.

81. Defibrillator

Cllr McKenna had spoken to a company called Heart Safe who charged £2099.00 plus VAT. The batteries last for about 4 years and replacements are £99.00. Cllr McKenna was asked to invite the representative to our next meeting in May to talk to the Councillors.

6. Highways

No formal report from Cllr Summerfield.

Clerk reports that the gateways are at SSDC awaiting installation. Clerk has written to Gary Warren again requesting a date for installation. Several other 30mph signs have been erected in Bayford in an attempt to back up the gateways, when installed, in trying to keep traffic to the speed limit.

Chairman highlighted the parking on top of Bayford Hill on the left going towards Wincanton. This has made it dangerous for traffic coming from Bayford could be overtaking the parked cars etc., before oncoming traffic can be seen. As this is Wincanton area the Clerk has written to Wincanton Town Clerk regarding this problem. Unfortunately to date there has been no reply. Traffic Police were noticed in this area being mid-morning which is not as busy as rush hour. Clerk requested Police to check around 7 – 9am and 4 to 6pm when there was much more traffic.

7. Footpaths

Report from Cllr Webb Bowen. Councillors will be aware that SSDC are now taking an interest in Devenish Lane since installation of the gate.  I will speak to the land owners when I next see them.  As for bridleways, I was very pleased to see that a major refurbishment has clearly taken place to the bridleway entrance at the northern end of Beech Lane. Clerk contacted John Nicholson of Highways on the subject of the gate in Devenish Lane his reply was “Following some interesting discussions, I have been made aware that it was the local land owners that have installed the gate.  So, I have written to the various land owners behind the gate and await their replies.

Apparently the gate has been well received by local residents as it has reduce/removed the fly tipping and delinquency at the end of that nor though road.  Does the Parish (via the Clerk) have any views?” Councillors have no objections to the gate.

8. Riding Gate and East View

Clerk has had no response from Cllr Bastable regarding becoming involved with both of these issues. As both problems have now been going on for many years they need to be brought to a swift conclusion by SSDC. 

9. Defibrillator

Report from Cllr Garrett. Defibrillator – I am happy to report that the defibrillator has now being purchased following funding of £750 successfully secured by Mac from the Polygon Trust and £1,000 secured from SSDC’s Community Grants Fund, meaning that the cost to Stoke Trister and Bayford Parish Council has been reduced to about £560 currently. We also may be investing in some paint for the phonebox. Niru has provided an update on this.

The electrician is has indicated that he will be able to install it in the phonebox in the week commencing the 21st September. I will be contacting the supplier to see if we can do a mail out/leaflet drop to the village to advertise the arrival. Unfortunately due to COVID 19 our training plans have been delayed, however the mail out will contain a link.

In the meantime I plan to recruit first responders and a monitoring team from Bayford now we physically have the item.

Clerk reports due to unforeseen circumstances the painting of the phone box is now to be done by a painter, Paul White. Paul is due to finish the painting in the very near future. Clerk can then finalise the donation from SSDC. The signage has been done.

10. Grit Bins

Thank you to those Councillors who checked the grit bins in their area. Clerk has checked the remainder and requested filling / not filling to SSDC.

Cllr Garrett has worked extremely hard to bring the issue of the defibrillator to a final conclusion. I for one would like to thank her very much for the time and effort she has put into this. The defibrillator is now on order and will be installed as soon as possible.

65. Highways

Cllrs Summerfield and McKenna had a very informative meeting with Gary Warren. Gary Warren recommended the Gateway signs to be set in Bayford as they were extremely effective with drive slowly signs in Riding Gate. Chairman requested that they provided costings for supply and installation. It was agreed that the Clerk write to Tim Cook requesting a donation towards the cost. It was also agreed to put information in the Newsletter including any donation.

66. Footpaths

Cllr Grant is now in contact with the new trails officer Martin Cooper who is stationed at Taunton. He is fully aware of the issues in our area and Cllr Grant will continue to work with him to resolve these.

67. Riding Gate and East View

Clerk to contact Sam Fox to report increased traffic movement at Riding Gate fields and also to inform her that the Winnebago is back.

68. Defibrillator

Cllr McKenna stated that the South West Ambulance Service charge £1,800 for a 4 year loan. Electrodes, training and support for the community is all included. It also includes an external cabinet that needs to be heated. Clerk to contact BT to see if they could provide electricity to the phone box.

69. Annual Parish Meeting

70. Online Banking

Chairman would check online to be able to begin and access Online Banking.

Chairman highlighted a letter from NALC warning us to not pay for church expenses.
