Proposal:  The erection of an oak framed detached garage building incorporating home office and ancillary accommodation.

Decision:

  1. It is unclear from the map exactly where the building would be situated.
  2. The most sensible positioning would be if the old stables were demolished and the new building sited there.
  3. Please clarify if this is the case, if so, we have no objection to the application.
  4. One query would be have they obtained planning permission for the new stables in situ at the moment.

NB. Mrs Andrews contacted the Chairman to state she would be away on holiday at the time of the meeting.

Proposal:  The erection of a horse walker.

Decision:

After discussion with Councillors and Public Stoke Trister with Bayford Parish Council were happy with the location of the construction. They had no objection to this application providing the following points where taken fully into account:

1. Roofing was to blend in with the location and surroundings.

2. Whilst the Councillors appreciated that there would need to be some lighting it was requested that it would not be left on all night and when not in use.

The applicant assured both Councillors and Public that both of these points would be adhered to.

Location:  Land at Sycamore Barn, Stoke Trister. Wincanton. BA9 9PE

Proposal:  The conversion of existing domestic storage building into a single dwelling and provision of associated parking and turning area.

Decision:

We have no objection to the smaller building being ancillary to the main house. We do object to the conversion of the larger building into a house separate to the main house.   

This application does not appear to conform to the requirements of the NPPF which discourages new dwellings in a rural settlement and is contrary to the Stoke Trister with Bayford local plan.  This building does not have any architectural merit and it is doubtful whether it would enhance its surroundings as a number of houses would be cramped together in a small area giving the impression that this could be the start of a larger housing development?  

Our views as a Parish Council have not changed from the last application and therefore recommend refusal of this application.

Land adjacent Highbrook Draft email (1)

Dear Val Keitch and Alex Parmley

I am sending this directly to you both complete with the thread of conversations I have had with your planners and a timeline re the above applications.

As you will both see outline planning permission has been granted on land with an agricultural tie as confirmed in John Millar’s email of 11 July 2019. This came to light after Stoke Trister with Bayford Parish Council’s on site planning meetings on 28 September 2018 and 21 June 2019 at which the Council recommended refusal.

The first paragraph in David Kenyon’s letter asks “what we want him to review”. I feel this is self-explanatory in as much as a grave error has been made by Area East in permitting outline permission on agricultural ground.

David Kenyon also states that “No doubt the Parish Council would have been aware of this fact when commenting on that outline application because such information is clearly stated on the submitted application form”. I can see nowhere on the application form that it states agricultural land, only paddock/grazing.

I feel that David Kenyon is implying the Parish Council knew this information before our planning meetings, this was not the case. 

It is the responsibility of the SSDC Planning Dept, to ascertain these important issues before passing the outline permission.

I therefore request that the Council investigates this and explains why outline permission was granted at all at any time.

Proposal:  Outline application with all matters reserved for the redevelopment of Church Farm buildings and bungalow and erection of 2 dwellings.

Decision:

Stoke Trister with Bayford Parish Council attended a site planning meeting today.

The Parish Council met with Mr Haskett’s representative Janet Montgomery and 9 members of the public. The Council was split on several facets of the application as under:

  1. Some were in favour of allowing the 2 dwellings being constructed subject to approval of detailed plans.
  2. Clear majority wanted a ban on further future development on this site.
  3. All the Councillors felt that the destruction of the farm buildings i.e the barns and the bungalow would mean that the farm was being killed off completely (the country needs farms) leaving a large tract of land with inadequate access and is not in keeping with current policies.

The nine residents of Stoke Trister present at this meeting raised the following concerns:-

1.  The lanes are not suitable for extra traffic being single track and there will be difficulty accessing the farmland if the farmyard is developed as a residential site.

2.  The Parish Plan states that there is no support for development within this rural settlement.

3. If two houses are permitted it could create a precedent and more housing could follow.

4.  Why demolish a 1980’s bungalow which could be let to a family?

26 Email to David Kenyon re Highbrook Devenish Lane

Dear David

Highbrook, Devenish Lane.

Thank you for your response.

As we are only a small Parish Council it is not viable for us to spend public money on a Land Registry Title Deed for this property to prove to the planning department the issues in question. We are assuming that this is done by SSDC before any decision is made by yourselves.

As regard to the question of running a business from there if you Google www.chinacrisishire.co.uk and also www.affordable-marquees.com you will see their websites and the address for these companies is Highbrook, Devenish Lane, Bayford, Wincanton. BA9 9NQ. Obviously this is the reason for the large lorries making deliveries (in a very narrow lane) as mentioned in our previous objection.

Our Chairman Niru Linsley had previously contacted Richard Hawksey regarding running a business at this address and he, at the time, was going to check it out. To date our Chairman has heard nothing from him.
